In 1997, Kyoto Conference on Climate Change was held, and the Kyoto Protocol was adopted. In accordance with the Kyoto Protocol, Japan is committed to the target of reducing the emission volume of greenhouse gases to 6% less than its 1990 level between 2008 and 2012. At last the Kyoto Protocol entered into force on 16 February 2005. Despite of The Japanese government's measures, it seems to be hard to achieve these targets.
