Haneda has been the biggest domestic airport and had a part of international short-haul flights, while Narita has been the main international airport in Japan. We analyze data is from a 2010 survey conducted for the first time after slots for international long-haul flights were assigned to Haneda. We use a probit model to identify factors affecting passenger airport choice and find that accessibility to the final destination is a significant factor and that Japanese airlines successfully attract passengers by using Haneda as a hub. Moreover, by using the corresponding access time to Narita and Haneda from the municipalities in Tokyo metropolitan area and assuming that other dependent variables are average figures, we are able to conduct a simulation to determine the probability of passenger airport choice for Narita and Haneda in these municipalities.
