This paper presents an empirical analysis of airport choice and passenger movement around two international airports, Narita and Haneda, in Tokyo metropolitan area. Haneda has been the biggest domestic airport and had a part of international short-haul flights, while Narita has been the main international airport in Japan. We analyze data is from a 2010 survey conducted for the first time after slots for international long-haul flights were assigned to Haneda. We use a probit model to identify factors affecting passenger airport choice and find that accessibility to the final destination is a significant factor and that Japanese airlines successfully attract passengers by using Haneda as a hub. Moreover, by using the corresponding access time to Narita and Haneda from the municipalities in Tokyo metropolitan area and assuming that other dependent variables are average figures, we are able to conduct a simulation to determine the probability of passenger airport choice for Narita and Haneda in these municipalities. As a result, we calculate the gap in access time to Haneda and to Narita if passengers choose either airport with equal probability and find that the gap evaluated by time can be considered as the difference of utility of airport. |
